Warming up - oil starts to circulate as soon as the engine begins to turn over - but while sitting, shut off, the oil has drained from the camshaft chest area at the top of the cylinder head - and you want it to get back up there before pushing the motor to hard. Especially on a new engine - the skirts of the piston and the rings are also going to expand and you want a bit of oil to get to them asap-
The actual time - never heard of it being expressed that way - but 15 to 30 seconds will have oil everywhere that the engine needs it and then a slow pull out - no burnouts on a cold engine - a block or two of rolling and away you go!
Suzuki engineers really captured the magic essences with this design - it seems to suit a wide range of folks - I am 6'4" and my Savage is comfortable on short medium and long rides.
The folks you will meet here have fork oil for blood and will always offer a cheerful comment to questions.
